UK Beer Sales Decline Slows
The UK beer market shrank at a slower rate in the final three months of 2009, official figures show.
Beer sales by volume fell 3.6% for the three months to the end of December, compared to the same period of 2008, trade body the British Beer & Pub Association (BBPA) said today (28 January).
It heralded the figure, which is the lowest fourth quarter fall since 2006, as a sign that the sector is emerging from a "recessionary slump". The UK economy officially moved out of recession in the same quarter.
"As the economy moves into recovery, so will the beer and pub sector," said BBPA chief executive Brigid Simmonds. "In fact, as in previous recessions, it may emerge first and fastest."
Beer volumes for the whole of 2009 fell by 4.2%, against a 5.5% decline in 2008.
UK beer volumes slipped by just 0.8% in the third quarter of 2009, to the end of September, but this followed steeper falls of 5% and 8% in the first and second quarters respectively.
In the final quarter, the on-trade continued to perform worse, with volumes down 5%, against an off-trade that saw a 2% drop.
Simmonds said she was cautious on recovery, particularly following duty tax rises on beer over the last 18 months.
"It’s too early to say whether these indicators of fragile recovery will turn into a trend, particularly when we await to see the impact of shocks such as the VAT increase and big freeze of this month."
Some brewers have performed well above the industry trend in 2009. Greene King, which brews Old Speckled Hen and Abbot Ale yesterday reported beer volumes up 7% in the 38 weeks to 24 January.

The research, conducted with pub-data specialists CGA, is released as PRS for Music launches its ‘Music Makeover’ campaign in partnership with the Musicians’ Union and the British Beer and Pub Association. The campaign aims to keep music and pubs at the heart of community life – helping pubs understand how to introduce music and maximise the business benefits.
Highlights of the research include:
Pubs with featured music take on average 44% more money than pubs without, rising to 60% on weekends (Fri/Sat)
Music pubs have higher takings every day of the week.
80% of pub managers said they felt music would help them survive the recession.
Live music is the greatest draw: 24% of publicans reported increases in takings of 25%-50% on nights when they have music (compared to other nights); and 71% reporting an increase of 10-25%.

The new Code implementing comprehensive reforms on how tied agreements operate in the pub trade has been published by three leading industry associations.
The Pub Industry Framework Code of Practice governing the business relationship between companies and publicans operating tied public houses results from a far-reaching agreement reached last October, between the British Beer & Pub Association, British Institute of Innkeeping (BII) and the Federation of Licensed Victuallers Associations (FLVA).
The Code will greatly improve the openness and transparency of tied agreements between pub operators and lessees. It significantly increases the information made available by pub companies to prospective lessees and tenants. It builds on existing good practice and ensures would-be publicans are better informed and better qualified.
For the first time, the new Code will also ensure that people who purchase assigned leases from out-going licensees will receive the same level of detailed information available to those taking on a pub directly with pub companies.
BBPA member companies will implement the industry Framework Code over the coming months, by revising their own company codes, and submitting them to the BII accreditation body BIIBAS (BII Benchmarking and Accreditation Services Ltd), for scrutiny and approval.
In addition to the new and improved Code the pub industry has set up a cost-effective rent review scheme (PIRRS) to which tenants/lessees can appeal in circumstances where there is an unresolved dispute in a rent review.

New Code Heralds Further UK Pub Closures
Professor Ian Gilmore welcomed the direction of the new government mandatory code on licensing, but expressed disappointment that considerations for the exchequer were outweighing sound and obvious arguments for the minimum unit price.
Professor Gilmore, who is Chair of the UK Alcohol Health Alliance believed that the widening differential between the cost of alcohol in pubs and the cost in supermarket should have been tackled; The proposed tax on alcohol will only be absorbed by the retailer and would probably not affect the price in supermarkets, and would see the closure of more UK pubs where more responsible drinking takes place.

The group has “consistently supported legislation to crack down on irresponsible promotions in pubs and supermarkets”, she said.
But Simmonds added: “With nearly 70 per cent of all alcohol now sold through supermarkets, the pub-centric measures announced today are lop-sided and unbalanced.
Meanwhile, Paul Smith, executive director of late-night operator trade group Noctis, said a possible jail term for breaching parts of the code were “completely out of kilter” and “farcical”.
“If we’d seen there was going to be jail terms we would have made a massive issue of that,” he said.
Addressing the code’s heavy bias against the on-trade, Smith added: “It’s pretty disgusting really if you look at where the majority of alcohol is being sold, which is the off-trade.”

Tougher Measures on Binge Drinking in England and Wales
New government measures to tackle binge drinking are to be announced today for England and Wales. All alcohol sellers will be required to check the identity of anyone who appears to be under 18, and “irresponsible” pub promotions including happy hours, and "dentist chair" sessions will be banned.
Home Secretary Alan Johnson discussed the new code of practice on Radio 4's Today Programme this morning.Licensees face a maximum fine of £20,000 or six months in prison if they fall foul of the government’s controversial new mandatory code of practice.Other aspects of the failing voluntary code of practice may be made mandatory in the future, but Mr Johnson made clear that these measures were deemed the most important.
